I never heard of M. Bracken before. I agree that voters should have skin in the game or be veterans. But I would stick to how Heinlein described it, and include LaQuisha from supply in the voting franchise. Glorifying combat veterans is falling for the hype. Especially in modern militaries, where the logistical tail is bigger than never before.
